CHIEF ADMINISTRATIVE OFFICER –

Responsibilities

The Chief Administrative Officer reports to the Executive Director, interacts with the Board of Directors, serves as a member of the management team and contributes to the development and implementation of agency strategies, policies and practices. The CAO directly supervises the HR, IT, Housing Development & Property departments, and other office staff as assigned, and has primary responsibility for:

1. Human Resources

Oversee Human Resources Department, including organization planning, compensation and benefits design and administration, workplace safety and workers’ compensation, unemployment insurance, personnel policies and procedures development and administration, recruitment and staffing, performance management, personnel records management, compliance with federal, state and local regulations governing labor and employment issues.

2. Information Technology

Oversee Information Technology Department, including supervision and monitoring of IT consultants, hardware & software planning, purchase and replacement; network design and administration; network and data security; data system planning and management. High priority is evaluation of the existing County based electronic medical records system and development of a plan to acquire or develop an adjunct system capable of extracting or producing the outcome and data measurements required for analysis of program outcomes/ utilization, etc.

3. Purchasing/Cost Management

a. Direct purchasing and management of office equipment, furnishings, security cameras, and phone systems, including office systems and cell phones.

b. Directly negotiate contracts for purchase of fleet vehicles, office supplies, food supplies, and other materials for which it is determined that contracting is appropriate.

c. Ensure efficient management of property utilities, including review and negotiation of rates and discounts.

d. Negotiates and oversees leases and contracts with vendors, property owners and contracts with sub-providers; monitors to ensure compliance by Interim or third party, as appropriate; tracks and maintains records for completion and/or renewal.

4. Business Development

a. Perform feasibility analysis and develop business plan for service expansion including private or insurance paid services, expansion into other geographic areas, or new lines of business.

b. Assist in evaluation of other potential markets for agency services.

5. Property Management/Facilities

Oversee Housing and Property Management Department, including Housing Management activities, maintenance of agency office and residential facilities, and property landscaping maintenance.

6. Compliance/ Risk Management

a. Primary responsibility for agency risk management planning and compliance, including development, update and oversight of risk management plan and all areas of risk compliance, excluding clinical records (except as required in role as HIPAA Security Offi
