Description

The Federal Emergency Management Agency (FEMA), within the Department of Homeland Security (DHS), manages a diverse grants portfolio including a variety of preparedness grant. Grants administration consists of financial management, including monitoring grantee expenditures, amending financial terms of grants, and closing out grants; as well as program management, such as developing grant application packages, creating program standards, and monitoring grantee activities to ensure alignment with homeland security strategies. In line with the focus on regional responsibilities for preparedness in the Post-Katrina Emergency Management Reform Act of 2006, FEMA delegated components of preparedness grants administration to its 10 regions beginning in February 2008, a process the agency refers to as regionalization. FEMA’s objectives for regionalization were to improve customer service to grantees, increase grants administration efficiencies, and build more robust regions.

The current status of regionalization has to be assessed with recommendation for improvement. The intern assigned will support the development of a research paper that looks at the current state given FEMA’s delegation to the Regions and provide an assessment with recommendation for future improvement. Region II Grants Division is partnering with Region VI Grants Division on this initiative and so the intern will work with both staffs to prepare the white paper:

Responsibilities

Project I
o Conduct Literature Review – regulations, laws, policy documents, RIG etc. that support the position
o Assess current federal landscape re grants management for federal grants making entities– maybe organized centralized management vs. decentralized management and volume of business
o Survey of a sample of above – collect data on the experiences of these entities relative to their grants management strategy
o Conduct Analysis
o Assist with discussion and recommendation
Project II
o Assist the Division Director with the preparation of an annual report template for the Division
o Work with staff to populate the template with current data
o Submit a final draft document to the Division Director for review.

Requirements

(1) Enrolled in a training, emergency management, public relations or business program at the Graduate School level. (2) Preferred knowledge of continuity of operations; either at the government level or the business level. (3) Previous work or extensive study at bachelor’s level in business, communications, training, emergency management or public relations. (4) Interns must be United States Citizens. (5) Accepted Interns must complete a background investigation and suitability of employment prior to start date (this process can take one month or longer).
