DescriptionThe selected candidate will serve as a member of a consulting team that will support the customer's Financial Management Directorate, assist the government with resource/manpower analysis, monitor and coordinate program resource allocations and support Government representatives at meetings. Duties include but are not limited to: preparing planning, programming, budgeting and execution deliverables to Congressional, OMB, DoD, and DNI oversight offices and committees, as well as, NGA leadership. Leveraging the understanding of requirements, processes, programs, analysis, and trends to make recommendations; Improving processes to maintain, gather, and report data, findings, and recommendations to internal organizations, leadership, and oversight; Providing support in coordinating, writing, and submitting AON PAR actions with respect to vacancies and personnel moves within the organization; and Providing support in coordinating and developing tracking tools to determine future budget/manpower requirements and identify existing gaps and provide a roadmap to close identified gaps. The selected candidate will serve as a member of a consulting team that will support the customer's Financial Management Directorate, assist the government with resource/manpower analysis, monitor and coordinate program resource allocations and support Government representatives at meetings. Perform multi-year financial planning, programming and budgeting. Develop initiatives to balance financial performance with agency strategic objectives. Prepare and analyze financial statements to include information for mid-year and end-of-year financial reporting and briefings to Oversight, NGA leadership, and officials of other Intelligence Community agencies. Perform multi-year financial budgeting and execution including comparisons of budgeted, authorized, appropriated, committed, obligated, and expended dollars for the applicable years dollar appropriations.
Education: Bachelors degree and a minimum of four (4) years experience required. CDFM, PMP, DAU or other certifications are desired but not required.
Experience: Experience in preparing/supporting the development of the National Intelligence Program (NIP) Intelligence Program Budget Submission (IPBS) and Congressional Budget Justification Book (CBJB) and the Military Intelligence Program (MIP) Integrated Program Budget Review and Congressional Justification Book (CJB). Experience in conducting/supporting budget execution for NGA current and prior year funding.
Knowledge, Skills and Abilities: Possess program and budget resource management knowledge including: understanding ODNI, USDI, OSD(C), OMB and other relevant Department of Defense (DoD) and Intelligence Community (IC) regulations, policies, and procedures governing DoD and IC program and budget resource management. Must be customer-service and goal oriented and possess excellent oral and written communication skills. Must have the ability to work independently and as a team member under tight deadlines with changing priorities: Ensuring cohesive organizational program development; Assisting with resource management oversight; Assisting with budget execution; Developing detailed financial statements, audits and reporting; and Conducting performance assessments. Knowledge budget and financial processes and tools is desired.
Applicant selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information. A Single Scope Background Investigation (SSBI) completed within the past five years is required in addition to a current CI Polygraph.
