Overview: Since 2002, the Clinton Health Access Initiative, CHAI (formerly the Clinton HIV/AIDS Initiative), has been assisting developing countries in implementing large-scale, integrated HIV care, treatment, and prevention programs. CHAI is currently active in Africa, the Caribbean, Asia, and Eastern Europe. In support of national HIV/AIDS programs, CHAI provides technical assistance, mobilizes human and financial resources, and facilitates the sharing of best practices across projects. CHAI has also negotiated agreements with leading pharmaceutical companies that have lowered the cost of HIV/AIDS and malaria diagnostics and treatment in the developing world by 30-90%. CHAI first partnered with the Government of Cambodia in February 2005 to enable the country access to affordable drug and lab commodity prices through CHAI’s Procurement Consortium. CHAI provides technical assistance to the National Center for HIV/AIDS, Dermatology and STDs (NCHADS) for projects related to logistics, supply chain management, laboratory strengthening, pediatric care and treatment scale-up and prevention of mother-to-child transmission. Following a successful scale-up of PMTCT services Cambodia endeavours to eliminate mother to child transmission of HIV by the year 2020. CHAI is currently seeking candidates for the position of County Analyst to work with the HIV team in Cambodia. Reporting to the Country Director, the Phnom Penh based analyst will support the launch and implementation of a national campaign to eliminate vertical transmission of HIV. A minimum commitment of 18 months is preferred for this role.

Responsibilities

Responsibilities: Support the Country Director to provide technical assistance to NCHADS for the launching of Cambodia’s campaign to eliminate HIV transmission for mother to child (including data collection and analysis, developing presentations and briefings, and coordination with stakeholders). Provide technical support for program data management, monitoring and evaluation. Build and develop relationships with government, non-government, and other partners to facilitate coordinated work toward the elimination for mother-to-child transmission. Coordinate and contribute to the development of standard operating procedures, training curricula and program policy documents. Document the implementation of CHAI supported interventions and support the country team in the preparation of donor reports. Perform administrative and financial management tasks in support of the CHAI Cambodia program. Provide additional support to the CHAI HIV program as needed. This job description may be modified at any time after consultation and agreement between the post holder and the Country Director. The direct manager is subject to change.

Requirements

Qualifications: 2+ years of professional experience, preferably in public health, health systems strengthening, private health sector, procurement and supply chain management. Exceptional problem solving skills, quantitative and analytical capabilities Strong written and oral communication skills Strong interpersonal skills and ability to build relationships with senior government and NGO representatives Ability to work effectively in a challenging political and multicultural environment Ability to multi-task and to be effective in high-pressure situations Ability to absorb and synthesize a broad range of information High level of proficiency in relevant computer applications (Excel, PowerPoint And Word) BA/BS Advantages: Experience working Maternal Child Health, HIV, or other infectious disease a plus Experience living and working in South East Asia is a plus Experience working with governments international institutions is a plus This position is open to international and national applicants.
