DescriptionThis Financial Analyst position provides support for the Foreign Military Sales (FMS) program of the F-35 Joint Program Office (JPO), Arlington, VA. This position assists the Country Financial Manager in daily financial management and reconciliation of FMS Cases such as execution, reconciling and preparing FMS cases for closure. This position complies with applicable FMS and financial regulations and guidelines. As required, will support Pricing and Availability (PA) submissions, Letter of Offer and Acceptance (LOA) inputs, to include modifications and amendments. This position manages supporting documentation to include: justification on costing that accounts for schedule and price changes, maintaining case files, billing charges, and responding to all audits. This position monitors case execution status to keep FMS customers informed. Minimal travel is required.
Education: Bachelor's degree with at least two (2) years of experience in reconciling contracts and funding documents is required.
Experience: Should have experience applying financial management regulations, policies, processes and procedures in order to analyze financial data in support of FMS cases in accordance with DoD Financial Management Regulation (DoD FMR) Volume 15.
Knowledge, Skills and Abilities: Proficiency with any of the following USAF financial systems: CRIS financial management system, Financial Management (FM) Suite, Comprehensive Cost and Requirements system (CCaRs), or other related systems. Knowledge of USAF and USN accounting systems, standard accounting codes, classification, and terminology and the ability analyze financial data is desired. Knowledge of the Security Assistance/Security Cooperation (SA/SC) programs to include the understanding of the FMS sales process from case development, implementation, execution, to closure, in accordance with the Security Assistance Management Manual (SAMM), DoD 5105.38-M is desired. Excellent communication skills, both oral and written are required. Candidate should have good computer skills specifically in Microsoft Office 2003/2007 products with senior level expertise in Excel.
