DescriptionWyle is recognized as a leading provider of specialized engineering, scientific, and technical services to the Department of Defense. We have potentially numerous program analyst positions available supporting the Chief of Naval Operations (OPNAV) Air Warfare Directorate, N98 in Arlington, VA. OPNAV N98 is responsible for the planning, resourcing, and execution of naval aviation programs, readiness and manpower to the United States Navy. OPNAV N98 falls under N9 Warfare Integration Director, which is responsible for the budgeting and resourcing of all Naval Warfare Systems and Programs. In order to accomplish their mission, N98 requires program analysis support services. The successful candidate will support the creation of long-term strategies to improve the financial goals of the organization. Coordinates operations and programs related to financial research and budget management. This includes supporting the creation of policies, work procedures, organizational structure, work assignments, and informational handouts. Supports the creation and implements investment plans to help the organization meet their long-term goals.
Education/Experience: Bachelors Degree with 5 years experience participating in general business services or related projects is required. Experience working on a military staff, preferably Navy and preferably budgetary/programming desired. Actual working experience with POM development desired.
Knowledge, Skills and Abilities: Knowledge and understanding of the PPBE process desired: Actual working experience within the PPBE process including a strong understanding of all facets of the process. Knowledge of Naval Aviation (USN and/or USMC) programs missions and challenges desired. The candidate must have strong written and verbal communications skills and mastery of Microsoft Office products (Word, Power Point, Excel) with experience in development of issue generation papers and oral and written Program reviews. Understanding of OPNAV organizational structure, mission and roles desired. Familiar with managing the Navy's Programming Budget Information System database, (PBIS).
