For Employers 11 hours Director of Apprenticeship & Work-Based Learning OSU - Oklahoma City Oklahoma City, Oklahoma 73107 * Job Type Employee * Job Status Full Time * Shift 1st Shift, 2nd Shift, Weekends, After School Position Summary: The Director is responsible for workforce development initiatives (both programmatic and federal, state, and private grant-based) involving workforce development for the State of Oklahoma. As the manager of projects under the work-based learning umbrella, the Director is a senior-level practitioner that helps to advance the organizations goals. The Workforce Innovation and Opportunity Acts (WIOA) emphasis on Apprenticeship and work-based learning (on the job training, internships, job shadowing, etc.) creates a renewed focus on ways to help workers advance and help industry build and sustain a talent pipeline. The individual will work with a variety of state agency leadership, prominent business leaders, and local stakeholders to coordinate workforce development system efforts, including working with businesses and state agency staff to develop and maintain Registered Apprenticeship Programs (RAPs), Industry-Recognized Apprenticeship Programs (IRAPs), the Oklahoma Work-Based Learning Program, and other work-based learning initiatives. The individual will lead with the development of business and education partnerships in alignment with federal and state programs. Also, the individual will develop project timelines and monitoring of deadlines. The Director supports and provides internal business continuity as appropriate. Essential Job Functions: * Serve as a key member of the divisions executive leadership team * Communicate, engage, and interact with partners * Participate in pivotal decisions as they relate to strategic initiatives and operational models * Implement policies, procedures, and processes as deemed necessary by senior leadership * Provide support and back up to the Executive Director, as necessary * Recruit, interview, and hire team staff, as needed * Mentor, develop, coordinate, and supervise a team of subject matter experts: managing work allocation, training, performance evaluations, and the building of an effective and efficient team dynamic * Engage in quality management processes * Implementation and realization of the organizations key initiatives across divisions, partners, and aligned to businesses needs * Work collaboratively with colleagues to ensure the organizations key initiatives are embedded in all aspects of the organizations work * Actively pursue leads on work-based learning sponsors and participants * Work with local areas on identifying solutions to barriers * Provides technical assistance to Registered Apprenticeship, Industry-Recognized Apprenticeship and Registered Internship business partners. * Act as a liaison between businesses, the state, and federal entities * Responsible for policy identification, monitoring, development and interpretation of federal and/or state law and regulations. * Manages and oversees the Work-Based Learning Program budget and has the authority to make purchases on behalf of the Work-Based Learning Program * Develops and maintains quality processes for the writing of state policy and guidance for implementation in the local workforce development areas. * Remain familiar with the administration of various Department of Labor programs, including: principles, methods and practices of the various programs being administered, and the organization, development and administration of the programs for which responsibility is assigned. * Supervises, supports and provides back up, as needed, to other Policy and Program Officers and Coordinators, on formula-funded and discretionary grant management. * Provides training and technical assistance to Workforce Development Board Staff, others requiring interpretation of state guidance and federal guidance. * Works with workforce development partners to implement or improve existing and new joint policies. * Performs other duties as assigned by the Executive Director of Workforce Development and the Deputy Secretary of Workforce Development. * Completes all mandatory training and participated in a minimum of two professional development each year. * Maintain quality records. * Create and timely submit quality reports and required plans and policies. Requirements REQUIREMENTS: Education: Bachelors Degree required Certifications &/or Licenses Preferred: Facilitator Certification, Project Management Certification, Registered Apprenticeship Work Experience: * Extensive experience managing complex projects is required. * 5 years progressive experience working with federal, state, or private grants preferred. * 5 years experience and demonstrated proficiency and supervising staff. * Experience coordinating programs, statewide initiatives, gaining stakeholder input and interest. * Experience in workforce development and in implementing or participating in an Apprenticeship program is a plus.
