GIS Senior Analyst Salary $51,272.00 - $76,918.40 Annually Location Mesquite, TX Job Type Full-time Department Public Works Job Number 1301308 Closing Continuous GENERAL SUMMARY Under general supervision by the GIS Manager, provide staff support in development, maintenance, updating and retrieving information from various GIS related files and relational databases of the City's Geographic Information System (GIS). The GIS Senior Analyst provide primary support for Enterprise software systems that require an interface with GIS databases, applications and web services. GIS Senior Analysts are expected to interpret and research legal documents and apply this information to the maintenance of varied GIS based data; digitizing cartographic data; entering demographic and geographic data into the data base; preparing maps according to specified criteria; assisting the public with requests and other information assignments. Consideration for promotions in the established GIS career ladder are evaluated when specific technical levels of competence have been demonstrated and years of experience completed. ESSENTIAL DUTIES AND RESPONSIBILITIES Comply with the Code of Conduct and Rules of Behavior outlined in Chapter 8 of the General Government Policies and Procedures Manual. Adhere to assigned work schedule as outlined in city and department attendance policies and procedures. Demonstrate proficiency and satisfactorily perform all requirements of a GIS Analyst. Develop and analyze database structure and analytical needs. Evaluate business requirements for the design of geospatial solutions, and determine optimum database solutions to meet organizational needs. Assist and advise the GIS Manager in GIS process re-design and prepare documentation as needed for new technologies. Coordinate with third party vendors, IT and Departmental stakeholders to implement GIS oriented solutions involving third party enterprise applications that include but is not limited to Energov, CityWorks, Spillman CAD, CUES GraniteNet and MUNIS. Maintain knowledge of current GIS software and methods with an emphasis on ESRI products (ArcMap/ArcGis Pro, ArcCatalog, ArcGIS Server, and ArcGIS Portal). Maintain knowledge of current application developments in editing, tools, formats, storage, and distribution of GIS data and implement them into GIS projects and procedures. Evaluate implement, customize, troubleshoot and maintain third-party GIS applications for enterprise use. Assist in training city staff to implement enterprise applications. At the direction of the GIS Manager, develop new task automation tools, executive dashboards, data transformation, web/mobile, and other task oriented applications utilizing scripting languages and ArcGIS Use ArcGIS extensions and geo-processing tools to develop GIS analysis studies for various departments. Provide maps and present information of studies to public and city staff. Convert locally stored data for storage/access in enterprise relational database such as MS SQL Server or MySQL for citywide availability. Develop interfaces to access this data. Develop the geometric networks for the utility feature classes. Maintain existing feature topology and create new topology rules as needed. Troubleshoot and solve major technical problems with GIS software and applications. Research and provide recommendations on budgetary requests to the GIS Manager to develop and explore improvements to manage and develop the City of Mesquite's GIS framework, procedures, and data presentation methods. This includes new GIS software and equipment and current GPS tools and techniques as well as software in support of the development of GIS products/applications. Manage GIS projects by supervising GIS staff assigned to assist with the project and by coordinating with appropriate City staff and public customers. Provide quality control and schedule control of the projects assigned to the satisfaction of the customer. Assist and train City staff in use of GIS applications and in use of all GIS equipment. MINIMUM JOB REQUIREMENTS EDUCATION Bachelor's degree in Geography, GIS, Computer Science, or related field with major coursework in GIS (coursework in AutoCAD, database management, and/or programming a plus). EXPERIENCE Three years of increasingly responsible municipal experience in GIS, AutoCAD and supervising the work of others. CRIMINAL HISTORY Employee will not have a record of being convicted of a Class B misdemeanor or higher offense in order to work with and view Criminal Justice Information Services data. LICENSES AND CERTIFICATES Possession of a valid driver's license. Obtaining and maintaining a FAA Remote Pilot Certification is strongly encouraged. Employee medical coverage goes into effect the first day of the month following 30 days of employment. Coverage is available to all full-time employees at group rates. Employees enrolled in the City's self-insured medical plan also have access to the Mesquite Employee Health Center (MEHC) clinic and pharmacy. The City offers two dental plan options: a managed plan (DHMO) and an indemnity plan (DPPO). Coverage is available to all full-time employees at group rates. The City offers free Vision Insurance to all employees. Dependents can be added for an additional fee. Basic Group Life Insurance protection is provided to eligible full-time employees in the amount of two times the annual salary as recorded at the beginning of each year. The following voluntary benefits are available to full-time employees: Supplemental Life, AD&D Insurance, Cancer Insurance and Long Term Disability Texas Municipal Retirement System (TMRS): All employees appointed to positions designated to work 1,000 hours or more per year must participate in the TMRS. TMRS is a qualified tax-deferred retirement plan under Section 401 of the IRS. Seven (7) percent of gross earnings are deducted each payroll as a pre-tax deduction and deposited into the member account. When an employee becomes vested and retires, the City provides 2-to-1 matching contributions.
