Engineering Assistant Salary $70,368.00 - $85,560.00 Annually Location City of Monterey, CA Job Type Full-Time Department Public Works Department Job Number 19-0905 Closing 8/4/2019 11:59 PM Pacific Description The Engineering Assistant is a full-time, contract position in the City of Monterey's Public Works Department. Under the supervision of a registered engineer, this position will provide technical support by developing project design, plans, specifications and cost estimates. The Engineering Assistant will also coordinate improvement projects, during planning, design, bidding and construction phases, with surveyors, design consultants, utilities, permitting agencies, construction inspectors, maintenance crews, and others directly supporting project engineers. Application Process A limited number of applicants who clearly show that they most closely meet the needs of this position in terms of training, experience, education, and other job-related characteristics will be accepted to participate in the selection process. This process will include evaluation and initial screening of the standard on-line City application to determine which candidates progress to the next phase of the recruitment process. The subsequent selection process may include a written test/written exercise, performance exercise, panel interview, and a final departmental interview. As a condition of employment, the selected candidate may be required to successfully pass a physical exam including a drug screen, a Livescan fingerprint background check, and a reference check. The Human Resources Department reserves the right to make changes to components of the examination process. Candidates who successfully complete all components of this recruitment process will be placed on an eligibility list. The eligibility list is active for 12-months and may be used to fill additional vacancies including lower-level positions determined to have similar duties and requirements. The Position Under general supervision, to perform professional level engineering office and fieldwork; and to do related work as required. Examples of Duties Assists in conducting preliminary studies of engineering projects and helps prepare plans for streets, storm drains, sewers, and other public works projects; collects engineering data, makes calculations and performs drafting involved in the preparation of maps, drawings, profiles, easements, rights-of-way and related matters; tabulates field data; designs routine engineering structures and prepares specifications, contracts and other documents; performs field observations in the absence of an inspector; prepares preliminary and final cost estimates; assists in training subprofessional engineering personnel in drafting and engineering calculations; prepares specialized studies and engineering reports; answers questions from the general public in person or by telephone regarding office activities and routine engineering matters. Typical Qualifications Any combination equivalent to graduation from a recognized college or university with a major in civil engineering and two (2) years of experience performing engineering-related duties such as drafting, project design, plan preparation, data collection and preparing cost estimates. License and/or Certificates Required Possession of a valid California Drivers License with an acceptable driving record is required. Possession of an EIT is desirable, but not required. Supplemental Info Knowledge of: basic principles of physics, chemistry, and advanced mathematics as applied to engineering; knowledge of basic principles and practices of engineering field and office work, including drafting and surveying practices, procedures, and equipment; knowledge with geographic information systems (GIS) and asset management software fundamentals. Ability to: make moderately difficult engineering computations, estimates, and designs; ability to prepare plans using AutoCAD software, check plans prepared by consultants and interpret plans and specifications; ability to use engineering and drafting instruments and tables; ability to conduct exacting engineering research work and write technical reports; ability to make precise survey measurements, and to make and interpret survey calculations; ability to use and understand the workings of common personal computer software; ability to use, and have knowledge of, computer-aided design programs; ability to understand and carryout technical instructions. Education Incentive Program : If you have a college degree, you may qualify for 5% premium pay on base salary (for a Baccalaureate degree) or 7.5% premium pay (for a Master's degree) upon completion of probation. Bilingual Pay : $100 per month stipend ($1,200 per year), for up to five (5) GEM represented employees who meet the testing criteria for being bilingual in Spanish. Bicycle Commuter Program : An employee who regularly commutes by bicycle between home and work may be reimbursed for some of their bicycle commuting expenses. With receipts, an employee can be reimbursed up to $20.00 for each "qualifying month" and up to $240 in a calendar year. Tuition Reimbursement : $1,000 per fiscal year. Deferred Compensation : City will match employee paid contributions to a maximum of $70.00 per month. Longevity Pay : Additional 5% pay with 20, 25, and 30 years of service. Employees hired on or after December 6, 2016, shall not be eligible for Longevity Pay. Retirement : CalPERS 2.7 % @ 55 with highest year formula is provided for current City of Monterey employees or new employees who are currently active or have been active within six months of the date of hire in the CalPERS retirement system. The employee retirement contribution for these employees is 11% and is deducted on a pre-tax basis.The retirement formula for new employees who do not meet the criteria stated above is 2% @ 62 with highest three year compensation. The employee retirement contribution for these employees is 6.5% and is deducted on a pre-tax basis. The City participates in the Medicare portion of Social Security. Health Plan Spending Fund : A minimum of $600.00 per month up to $1,983.00 per month dependent upon level of participation (or cash-in-lieu of benefits) may be used to purchase medical benefits for the employee and dependents through the PERS Health Plan Program, dependent dental, additional life insurance, deferred dependent care, and/or health care expenses not reimbursed by a medical carrier. Any unused portion of the Health Plan Spending Fund per month is paid as taxable income. Dental : Fully paid employee premium by the City. Vision : Fully paid premium for employee and eligible dependents. Life Insurance : $20,000 policy paid by the City, with an option to purchase additional coverage up to $100,000. Fitness Pass : Fitness Pass Program available to use the City of Monterey Sports Center. Fitness Activity Plan : Employees are eligible to participate in a Fitness Activity Plan where they work out off-duty in exchange for leave time accrued in a Fitness Leave bank. Each year, a maximum of 40 hours can be accrued (10 hours per quarter) with a maximum of 80 hours allowed in the bank. The Fitness Leave bank does not have cash value, and time accrued has no expiration date. Employee Assistance Program : Fully paid confidential counseling and referral service for employee and eligible dependents. Holidays : 13 paid days annually plus 1 floating holiday. Sick Leave : 12 days per year.
