Our core competencies include: * Enterprise IT Consulting * Budget and Financial Management Services * Enterprise Cyber Management * Tranformation Management * PMO Services * Strategic Communication and Stakeholder Engagement Initial Project Background: Our DHS component client's mission is to improve homeland security by working with partners (department components, other government agencies, State, local, tribal, and territorial emergency responders and officials) to provide state-of-the-art solutions and/or technology that help them achieve their missions. The client is working to implement a federally mandated Clearinghouse that would allow federal, state, local, and territorial governments, as well as private sector entities, to gather information on homeland security technologies at any stage in the development lifecycle. Once implemented, the Clearinghouse portal would change the way the client does business because it will provide a single, online platform where customers and stakeholders can engage, as well as find and share curated information and data. Position Description: Teracore is looking for someone to support the customization of an existing commercial-off-the-shelf or government-off-the-shelf initial operational capability for the Technology Clearinghouse portal. Teracore also supports the client in its efforts to develop a larger ecosystem that will house several repositories with the Technology Clearinghouse portal as the front-end user interface. The position requires someone who can curate content for stakeholders interested in homeland security technology. The person would also have to provide solutions for managing a plethora of knowledge products from various sources. Finally, the position requires someone to maintain and grow the First Responder Communities of Practice, an online virtual networking and collaboration portal designed to allow first responders to share information and communicate with one another. Role Responsibilities: * Present plans, technology projects, and briefing materials to stakeholders, team members, and senior-level officials in a thoughtful and coherent manner; * Conducting research to identify stakeholder needs, trends, communication gaps, and etc; * Map processes and procedures to collect and manage knowledge; * Review and analyze current technology infrastructure and its ability to support requirements and overall Technology Clearinghouse vision; * Identify and propose specific strategies, initiatives, and remedies to align technology infrastructure with requirements and mission of the client; * Develop a conceptual solution architecture using government-off-the-shelf or commercial-off-the-shelf to produce an end-to-end solution; * Facilitate discussions with DHS S&T staff to identify and collect detailed technical requirements; * Coordinate with the federal project manager, senior officials, and other staff within the client until a final solution is integrated throughout the Directorate; * Assess and communicate risks and identify priorities; * Conduct various testing of the Technology Clearinghouse portal such as user acceptance testing to ensure a quality product release; and * Inform communication Required Skills : * 4+ years of experience conceptualizing, designing, developing, and implementing a large-scale technical solutions such as repositories, technology clearinghouses, or websites in a federal consulting environment; * Bachelor's degree in a computer science, applied mathematics or similar technical disciplines required; * Hands-on experience with using Drupal; * Must be highly organized with an exceptional attention to detail; * Ability to work with client to develop task-level project plans; * Must be able to navigate challenging office environments and be diplomatic in all interactions; * Knowledge of various writing styles such as Associated Press and plain language; * Able to work and maintain composure in a fast paced, high pressure environment; * Able to handle multiple tasks and prioritize; and * Able to think strategically and creatively Desired Skills : * Current DHS Suitability or be eligible for public trust clearances and able to obtain DHS EOD Suitability Clearance * Experience working with the emergency management community * Ability to adapt and solve problems creatively and collaboratively * Experience with website development * Project Management experience a plus Clearance Requirements: * US Citizenship Required / Background Investigation required. * Active DHS EOD/Suitability preferred
