THE STARTING SALARY FOR ANY NEW HIRE TO THIS POSITION IS LIMITED TO THE RECRUITMENT RANGE OF $46,302 - $78,218. The Department of State Treasurer (DST) is charged with providing a safe and secure retirement for North Carolina's 900,000 public employees, including teachers, police officers, firefighters, and public servants. Pension assets are valued at $80 billion, including assets associated with supplemental retirement plans for which the Treasurer is also responsible. In addition, the Department administers the State Health Plan, which consists of approximately 670,000 covered lives. Premium contributions for the State Health Plan totaled $2.9 billion in FY12-13. The Escheats Fund also falls under the responsibility of the Treasurer; it is valued at approximately $383 million. Finally, the Treasurer serves in the role of the State's banker with responsibility for ensuring that efficient banking services are provided to all State agencies and institutions. The Office of State Treasurer serves as the organizational hub of the Department and oversees core services areas that serve the individual divisions. These core services include human resources, communications, legal, strategic planning and legislative affairs. The Department of State Treasurer's campus is located off Atlantic Avenue, is surrounded by many shopping centers and restaurants, has access to a 24-hour 7-day a week free gym on the campus, offers a competitive benefit package, and has free employee parking. The Communications Specialist will: Assists Director in all external and internal communications functions Assists with media relations and press inquiries Serves as primary back-up for inquiries and records requests Consults with legal and department subject matter experts for inquiry data and reports Assists Director with voice maps for individual media requests Assists with media line inquiries and records request processes Attends weekly scheduling meeting to assist with event and collateral management Assists the Director with strategy and management of communications development, review, and dissemination Manages large agency-wide collateral pieces such as annual report and other statutorily required documents Serves as primary tier of collateral, correspondence, presentations, division letters, and other forms of documents Provides all collateral communications and web portions for the weekly snapshot communication updates Manages the collateral communications tasks associated with the overall communications strategy and quarterly reports Assists Communications Director with quarterly communications audit report portions Assists Director in the design, development, and dissemination of department and agency level branding and marketing tools Manages the communications collateral tracker and provide weekly, monthly, quarterly updates to the Director to be included in trend reporting Provides weekly updates on large-scale collateral projects Assists Director in communicating complex program information with substantial impact to targeted audiences; ability to plan and convey internal and external messages that enhance and promote the mission and objectives of the organization Assists the Director in matching goals with broader organizational objectives and budgetary resources, develop budget requests for internal communication programs Facilitates partnerships with all positions supporting internal and external web domains in the content design, creation, and publication Manages web author program for agency web authors and content contributors including monthly forums and web training courses Serves as web project team member for any web domain upgrade projects or initiatives representing the implementation and integration of internal communications items Manages web domains updates and build schedule for internal and external content updates Partners with IT group in research items for new web tools and capabilities Performs quarterly web audit for content and tool updates Manages all department social media strategy including development, content, and editorial calendars for all social media outlets Manages all divisional social media content review and first tier approvals for editorial calendars Manages collaboration and reporting for all social media activity including weekly, monthly, and quarterly reports for social media trends and metrics Manages department listserv program, including all branding, design, content development and approvals, and master listserv communications calendar Serves as first tier review for all listserv e-newsletters Works with divisions to enhance and develop e-communications programs and outreach including list marketing plans and materials, distribution cycles, and content development Manages all listserv reports to Director and senior staff Serves as first tier of special events collateral (including presentations, flyers, legislative information, etc.) Partners with other agency branding groups to research new tools and best practices for collateral and branding Assists in creating external special events collateral or kits Assists in development of online library function for all special events collateral Assists Director with communications and special events collateral approval process for entire agency Staffs the Treasurer and senior staff at events Independently manages project timelines, resources, staff and leads implementation efforts for internal communications projects Uses strategic approach to manage communications projects including rebranding, messaging, and communication dissemination methods Applies a thorough knowledge of wide variety of complex and non-standard processes and design techniques for managing projects and resources Partners with training team to coordinate internal communications training items Utilizes all basic project management methods and tools when serving as a project Director or team member Mentors and coaches junior team members on basic project management tools and techniques Knowledge, Skills and Abilities / Competencies Through knowledge of journalistic principles and techniques for disseminating information to the public through a variety of media channels Thorough knowledge of the methods of planning, writing, and editing publications Considerable knowledge of the principles and methods of planning an agency public information program Considerable knowledge of graphic design and layout principles Ability to write according to correct English usage and accepted standards for magazine and press publications (including but not limited to AP and Chicago Styles) Ability to edit and analyze information materials prepared by others Ability to establish and maintain effective working relationships with representatives of the communications media and general public Considerable project management skills Considerable knowledge for managing internal and external web site communications and social media programs Supervisory skills for mentoring and managing junior resources on team Management Preference Graduation from a four-year college or university preferably with a major in journalism or English Five years' experience in communications, public relations, or publicity work Minimum Education and Experience Requirements Bachelor's degree in communications, public relations, public affairs, media, journalism, English, or related field from an appropriately accredited institution and four years of experience in communications, public relations, or publicity work; or an equivalent combination of education and experience.
