Research and Information Analyst 1 City of Philadelphia - Philadelphia, PA3.6 Full-time$52,000 - $67,000 a year Save Education * Bachelor's Degree * Master's Degree This is full performance level research and information management work conducting analytical studies for a law enforcement, correctional, public or behavioral health, human services, or revenue collecting department or agency. Employees in this class have responsibility for researching, collecting data and performing statistical analysis needed to monitor trends, patterns, and changes in revenue, populations, socioeconomic and demographic factors, technology and operating activities that impact quality and delivery of service to the community and clientele, or patterns and trends in tax and water collections and delinquencies. Work includes utilizing computer hardware and software for reporting purposes and management analysis. Responsibility for the design, implementation and maintenance of computer based management information systems necessary for the evaluation and analysis of ongoing programs or trends is an important aspect of the work. Employees assigned to the law enforcement agency have responsibility for performing analysis of specific crimes to project crime trends. Employees assigned to the Fiscal specialty have responsibility for data analyses related to economic development and tax policies or tracking revenue and performing analysis of fiscal related procedures. Work is performed under the supervision of a technical or administrative superior. Union Code J. EDUCATION: Completion of a Masters degree at an accredited college or university in public health, public administration, political science, psychology, sociology, or a related field. AND 2. EXPERIENCE: One year of experience conducting social science research studies or analytical research studies related to public or behavioral health or human services administration, which has included utilizing non-procedural computer application, such as a query language, report writer, interactive database program, spreadsheet and/or application generator for information reporting and analysis. Only an open competitive eligible list will be established as a result of this examination. Permanent City employees will receive no promotional preference in this examination. Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List. RESIDENCY WAIVER: The Civil Service Commission has waived the usual requirement that candidates must be residents of Philadelphia within six (6) months of appointment. LEGACY PREFERENCE The children or grandchildren of Philadelphia Firefighters or Police Officers who were killed or died in the line of duty shall be accorded a preference in open competitive civil service entrance examinations. Candidates who qualify for this preference and who take and pass open competitive civil service examinations shall have ten points added to their final score. The candidate must successfully pass all parts of the examination before points are awarded. NATIONAL VOLUNTEER SERVICE PREFERENCE: ADDITIONAL POINTS: Up to 5 additional points will be added to the examination score of any candidate who has passed the open competitive examination and who has: A. Successfully completed a term of volunteer service with Peace Corps, AmeriCorps NCCC (including FEMA Corps), or AmeriCorps VISTA Such candidates will be awarded five (5) points for the completion of a two year term of service or three (3) points for the completion of a one year term of service. B. Successfully completed at least 450 hours of service with AmeriCorps State and National (including Teach for America). Such candidates will have: * 1 point added to their final score if they have completed 450 Hours of the above service. * 2 points added to their final score if they have completed 675 Hours of the above service. * 3 points added to their final score if they have completed 900 Hours of the above service. * 5 points added to their final score if they have completed 1700 Hours of the above service. The candidate must successfully pass all parts of the examination before points are awarded. Projected Exam Date If an oral examination is held, this examination will be scheduled for September 5, 2019. Please note that this examination date is subject to change. Virtual Testing May Be Utilized For This Examination Candidates taking an oral examination may have their responses rated in person by a panel of Subject Matter Experts on the date of the examination, or have their responses recorded on the date of the examination and rated by Subject Matter Experts at a later date. If a training and experience evaluation is held, applicants will be evaluated and scored based upon their training and experience credentials. Applicants will not be asked to appear to take a scheduled examination. Scores in the Training and Experience Evaluation will be based on documentation of education and experience provided by the candidate. To receive full credit for your education and experience, you should submit all relevant documentation including college transcripts, licenses, certifications, paid out of class documentation, etc. and provide a detailed description of your education, experience and credentials. An Eligible List is planned for the week of September 16, 2019. Please note that this date may change. Test Review If an oral examination is held, in accordance with Civil Service Regulation 9.091B, candidates will have 30 days after the results have been mailed to review their test and to file appeals. In accordance with Civil Service Regulation 9.11, only candidates who have failed the oral examination may appeal to the Civil Service Commission upon the grounds of irregularity, bias, or fraud in the conduct of the oral test.
