Climate Policy Analyst Trainee - NY HELPS

Position: Climate Policy Analyst 1 / Trainee 1 / 2 - NY HELPS Location: City of Albany

Duties Description The Office of Climate Change is filling multiple Climate Policy Analyst 1/Trainee positions. These positions will be assigned to work within either the Bureau of Greenhouse Mitigation or the Bureau of Adaptation and Community Partnerships according to their experience, interests, and professional responsibilities within those bureaus. General duties will include development and implementation of policies and programs to reduce GHG emissions and adapt to the effects of climate change, management of grants, and support for local climate action.

Specific duties may include assisting with the Climate Smart Communities program, development of the state GHG inventory, management of contracts, oversight of contractors, review of state and federal policy, and environmental reviews pursuant to SEQRA, CLCPA and CRRA. The CPA 1/Tr may be directed to research and report on environmental and energy policy, review data, analyze problems and recommend solutions, communicate with staff from other programs and agencies, engage with stakeholders, and provide written and oral responses to public inquiries. The CPA1/Tr for GHG Mitigation may be assigned to implement outreach strategies or data management and analysis projects in support of the Bureau programs.

The CPA 1/Tr for Community Engagement may be assigned to work with other staff and contractors to enlist and support community participation in the CSC program and provide technical guidance to participating communities, and to support the CSC certification program, including administration and technical review of certification applications. Qualifications Minimum

Qualifications Reassignment - Currently in the title and an employee of DEC or Reinstatement Eligible - Previously held the title on a permanent competitive basis. or Transfer Eligible - One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.
